Implementation of Texas House Bill 1481 - Students Use of Personal Communication Devices on School Property

• The policy must prohibit student use of personal communication devices—as defined in Texas Education Code (TEC), §37.082(d), which includes cell phones, tablets, smartwatches, and other devices capable of telecommunication or digital communication—on school property during the school day. The term does not include an electronic device provided to a student by the district or charter school. 

Panther Creek CISD encourages parents to have their students keep their personal communication devices at home.

• If a student brings a personal communication device to school, they must keep the device secure with their own personal belongings.
• The personal communication device must be off and put away when the student enters the building or at any time during the school day. 
• Students who need to make a call during the school day must ask permission from the teacher or office staff to make a phone call. 
• If parents need to speak with their child, please call the office and the office will get the message to the student.

Consequences:

• 1st Offense - The device will be confiscated and the student will be able to pick it up at the end of the day.
• 2nd Offense - The device will be confiscated and the student will be issued 1 day of In-School Suspension. The student may pick the device up at the end of the day.
• 3rd Offense - The device will be confiscated and the student will be issued 3 days of In-School suspension. A parent or guardian must pick up the personal communication device. Subsequent offenses will result in 3 days of In-School Suspension and the parent must pick up the personal communication device.
